97-20 CALL TO ORDER AND OPENING PRAYER
The seventy-fourth stated meeting of Gulf Coast Presbytery was called to order at 9:00 AM (CST) on Saturday, May 10, 1997 by the Moderator, TE Brian Johnston. RE Richard Post led in the opening prayer.
97-21 WORSHIP SERVICE
Presbytery sang the hymn, "Wonderful Grace of Jesus." TE Donald Dunkerley preached a message from Psalm 72 on world-wide evangelism. The worship service concluded with the hymn, "Wonderful Words of Jesus' and the Moderator closed with prayer.
97-22 ROLL CALL AND DETERMINATION OF QUORUM
A quorum was declared to be present with the following commissioners in attendance:

97-23 APPROVAL OF PRINTED MINUTES
Minutes from the 73rd stated Meeting on February 11, 1997 were approved with a typographical correction.
97-24 COMMUNICATIONS
1. Minutes from the Commission to install TE Darwin Box, found in order and printed in the minutes; (Appendix A)
2. Minutes from the commission to install TE Tom Hughes, found in order and printed in the minutes. (Appendix B)
3. Letter of application for Candidacy from Mr. James Davis, referred to the Examinations Commiftee.
4. Letter from the Session, Mcilwain Memorial Presbyterian Church recommending Mr. James Davis to presbytery for candidacy, referred to the Examinations Commiftee.
5. Letter from Covenant Theological Seminary concerning Presbytery Scholarship Fund, referred to Ministers and Candidates Commiftee.
6. Letter from the stated clerk, Central South Presbytery (EPC) notifying presbytery of the transfer of TE Steve Jennings from the Central South Presbytery to Gulf Coast Presbytery, received as information.
7. Lefter from the stated clerk of Central Florida Presbytery (PCA), notifying presbytery of the transfer of TE Darwin Box from Central Florida Presbytery to Gulf Coast Presbytery, received as information.
8. Lefter from Diane Poff concerning the activities of PRESWIC, referred to the Christian Education Commiftee.
9. Letter from First Presbyterian Church, Panama City notifying presbytery of a change in the terms of the call of TE Walter Cathey (salary reduced by $4,000 and added to housing allowance), approved.
10. Lefter from First Presbytedan Church, Atmore, AL, inviting Presbytery to hold its May 1998 meeting in their facilities, referred to new business.

Lefter from Session of Westminster Presbyterian Church, FWB, requesting the dissolution of pastoral relationship with TE Rob Trainum and a lefter from TE Trainum dissenting in the request for dissolution. Presbytery directed the moderator to appoint a commiftee of two TE's and two RE's to meet with Mr. Trainum and to report before adjournment. The Moderator appointed the following: TE John Findlay, TE Walter Cathey, RE A. Hughes, and RE R. Wilcox.
12. Request for excused absences from TEs Steve Jennings, Jim Watson, Archie Moore, Charles Gwin, and Carl Pearson, granted.
97-25 ADOPTION OF THE DOCKET
The docket was approved as presented (Appendix C)
97-26 INTRODUCTION OF VISITORS
Visitors were introduced to Presbytery: Jimmy Davis, Steve Chambers, Dennis Bilbo.
97-27 APPOINTMENT OF STANDING COMMITTEES

97-28 EXECUTIVE COMMITTEE REPORT
TE Robert Hornick presented the report to Presbytery. The following recommendations were adopted:
1. That Presbytery elect the nominated commissioners to the Commiffee of Commissioners for the 25th General Assembly. (Appendix D)
2. That Presbytery approve the establishment of a Web Page and contract withTE Joe Grider to develop and maintain it at a cost not to exceed $300.
97-29 EXAMINATIONS COMMITTEE REPORT
TE Bob Evans asked that the commiftee be allowed to defer until later in the day.
97-30 CHRISTIAN EDUCATION COMMITTEE REPORT
TE Rick Fennig presented the report to presbytery.
Mr. Fennig introduced Mrs. Diane Poff, who reported on the activities of the Gulf Coast PresWIC.
Mr. Fennig reported that the Presbytery's Men's Retreat will be held on September 26 & 27 with Mr. Phil Hardin, director of Men's Ministdes, First Presbytedan Church, Jackson, Ms. as speaker.
TE Bob Evans reported on camps for young people in the Central Florida areaand TE Chades DeBardeleben reported on the Pensacola Theological Institute.
The report was approved as a whole.
97-31 MISSION TO NORTH AMERICA COMMITTEE REPORT
TE Bob Hayes presented the MNA commiffee report.
Presbytery heard oral reports from TE Henry Morris, RUF at Flodda State University and TE Bruce Sinclair, organizing pastor, New Song Mission, Pace Florida.
Presbytery adopted the following changes in the distribution of Mr. Sinclair's salary package-

Mr. Hayes reported that a small group was meeting in Mobile with the goal of becoming a mission of Gulf Coast Presbytery. Additional information will be available at Fall meeting of presbytery.
The report was approved as a whole. TE Randy Wilding led presbytery in prayer for the work of the MNA Committee.
97-32 MISSION TO THE WORLD COMMITTEE REPORT
TE Doug Miller presented the commiftee's report to presbytery.
The following oral reports were presented to presbytery:
1. TE Donald Cobb brought a report on the opportunities in Europe, particularly among Muslims. His work will be in Switzerland.
2. RE James Gildard brought a report on his future work on the mission wood in Senegal. There are no restrictions for work among the Muslims.
3. TE Bob Hayes brought a report of his missionary top to Uganda and his interest in perhaps becoming a full-time missionary to that country.
4. TE Miller reported on his work among Chinese and International students in Mobile, AL.
Mr. Miller reported that the MTW Commiffee would be in contact with all the Presbytery's congregations over the next 3-6 months. He also encouraged the commissioners to pray for Scoft DeVries, Robert Stewart, Donald Cobb, James Gildard, Bob Hayes and the International Student ministry in Mobile.
The report was approved as a whole. Mr. Miller led the presbytery in prayer.
97-33 ADMINISTRATION COMMITTEE REPORT
TE Joe Grider brought the report of the commiftee.
The following Sessional records were submifted for review at the February meeting of Presbytery:
Covenant, Panama City (6 notations, 0 exceptions);
Chaftahoochee, Chaftahoochee (5 notations, 0 exceptions),
Fairfield, Pensacola (3 notations, 1 exception).
Mr. Grider submitted a new schedule for the examination of Sessional records.
The commissioners were asked to notify Clerks of Session of any changes.
The report was approved as a whole. (Appendix E)
97-34 SPECIAL ORDER - SHARING AND PRAYER (1 1:40 AM)
97-35 SPECIAL ORDER FOR LUNCH (12:00 Noon)
The Moderator asked TE Jim Craft to lead in prayer as Presbytery adjoumed for lunch at 12:00 PM (CST). During the lunch recess TE Steven Bradford led a resolution of thanks for the hospitality of the ladies and officers of Covenant Presbyterian Church of Panama City for hosting this meeting and feeding us a wonderful meal. Presbytery reconvened at 12:45 P.M. (CST) and the moderator led in prayer.
97-36 EXAMINATIONS COMMITTEE REPORT
TE Bob Evans presented the Examination's Committee report. Mr. Evans reported that presbytery had sustained Mr. Dennis Shackleford's licensure examination in Chdstian experience, call to the ministry, theology, church polity, sermon manuscript and sermon. Presbytery voted to accept Mr. Shackleford's licensure exam as meeting the requirements for ordination in those areas (See Minutes, 73rd Stated Meeting, 97-10 and 97-16.). Presbytery also voted to accept Mr. Shackleford's seminary study in Greek and Hebrew and theological and exegetical papers submifted as meeting the requirements for ordination.TE Paul Frick examined Mr. Shackleford in Church History. There were no questions from the floor. This portion of the examination was sustained.
TE Michael Schneider examined Mr. Shackleford in English Bible. There were noquestions from the floor. This portion of the examination was sustained.
TE Schneider also examined Mr. Shackleford in the Sacraments. There were no questions from the floor. This portion of the examination was sustained.
The examination as a whole was sustained and Mr. Shackleford was approved for ordination. TE Michael Swain prosecuted the call before presbytery. Mr. Shackleford accepted the call and it was placed in his hands. (Appendix F)
Presbytery appointed the following to a commission (Quorum 2TE/2 RE) to ordain and install Mr. Shackleford on June 1, 1997 at the First Presbyterian Church, Niceville: TEs W. Tyson, TE swain, TE E. Stanton; TE T. Hughes, TE M. Schneider; TE G. D. Dewey Roberts; and the Ruling Elders of First Presbyterian Church.
Mr. Evans reported that the commiftee was recommending that TE Frank Dole (EPC) be received as a member of Gulf Coast Presbytery upon signing the Book of Ministerial Obligation and pending receipt of transfer from Central South Presbytery of the Evangelical Presbyterian Church. (Note: Mr. Dole's examination for transfer to GCP was sustained at the 71st Stated Meeting of GCP (see 96-30, par.6) and that he be allowed to labor out of bounds as a Hospice chaplain. Presbytery voted to sustain the examination as a whole amd to receive Mr. Dole as a member of presbytery.
The call from the Hospice of Northwest Florida, Inc. was read before presbytery. Mr. Dole stated his willingness to accept the terms of the call. (Appendix G) Presbytery approved the terms of the call.
The Moderator read and Mr. Dole affirmed the questions from BCO 21-5 TE Paul Frick led in prayer.
Mr. Evans presented Mr. James Davis for reception as a candidate of presbytery. Mr. Evans noted that Mr. Evans application and the recommendation of the Mcilwa' in Memorial Presbyterian Session was received. Mr. Evans examined Mr. Evans in Christian experience and call to the Gospel Ministry. There were no questions from the floor. Presbytery voted to sustain the examination and to receive Mr. Evans as a candidate for the Gospel Ministry.The Moderator read the questions from BCO 18-3 which were answered affirmatively and charged Mr. Davis from Ephesians 3:20,21. TE Evans led in prayer.
Mr. Evans presented Mr. David Anderegg as transferring his candidacy to this Presbytery from Central Georgia Presbytery. He is presently a student at Reformed Theological Seminary. TE Walter Cathey from First Presbyterian Church, Panama City expressed the congregation's desire to call Mr. Anderegg as an assistant pastor.
Mr. Evans examined Mr. Anderegg in the area of Christian experience and call to the ministry. The examination was sustained and Mr. Anderegg was received as a candidate in Gulf Coast Presbytery.
The Moderator posed the questions from BCO 18-3 which were answered in the affirmative. TE Cathey charged Mr. Anderegg and led in prayer.
Mr. Evan's request to invite TE David Peterson to participate in the Commission
to ordain and install Mr. Jason Riggs was approved.
The report as a whole approved.
97-37 MINISTERS AND CANDIDATES COMMITTEE
TE Bill Tyson presented the report to presbytery.
Presbytery approved the following recommendations:
1. That TE P. McHenry's request to be divested of his office without censure be received and be docketed for the Fall Stated Meeting of Presbytery.
2. That TE R. Forbes, Jr., be divested of his office without censure in accord with BCO 13-2 and 34-1 0. (Proper notice was delivered to Mr. Forbes and he was invited to appear before presbytery.)
3. That Tim Muse's completion of internship requirements be noted and approved.
4. That Mr. Anderegg's call to the First Presbyterian Church of Panama City as an intern be approved and be allowed to move on the field.
5. That the annual reports to the Ministers and Candidates be received as information.
6. The commiftee reported that there were lefters of concern from members of Westminster Presbytedan Church of Tallahassee upset about the sale of property. No action was taken, but advice was given to those parties.
7. That presbytery recommend Tommy Lee and Robert Cox as applicants for the Lamb Loan Fund at Covenant Seminary.
TE J. Findlay reported that all parties were in agreement concerning the dissolution of
the call between TE R. Trainum and the Westminster Presbyterian Church, Fort Walton Beach.
Mr. Trainum rose to give his assent to the request for dissolution. Presbytery approved
the dissolution of the pastoral relationship between TE
R. Trainum and Westminster Presbyterian Church.
The report was approved as a whole. (Appendix H)
97-38 NEW BUSINESS
Presbytery accepted the invitation of the Pinewoods Presbytedan Church to host
the 75th Stated Meeting, Tuesday, October 14, 1997.
97-39 REPORT OF STANDING COMMITTEES
TE S. Bradford presented the report to presbytery. The following resolution was adopted:
